Cai Junsi Takes Office as President of Shenyang FTZ Cross-Border E-Commerce Association; Xinhua Cross-Border E-Commerce Industrial Park Unveiled
On December 26, 2025, the second general assembly of the Shenyang FTZ Cross-Border E-Commerce Association and the unveiling ceremony of the Xinhua Cross-Border E-Commerce Industrial Park were grandly held. Cai Junsi, Member of the Standing Committee of the CPPCC Liaoning Provincial Committee and Executive Director of Xinhua Group, newly elected as president of the second session, pointed out that cross-border e-commerce has become the primary breakthrough for Liaoning's foreign trade. During his tenure, he will leverage the unique advantages of a Hong Kong enterprise that “connects home and abroad,” integrating Hong Kong, ASEAN and EU mature channels, capital and modern services industry experience into the association's platform to jointly promote the global expansion of Liaoning enterprises and brands, expand global markets and contribute to Liaoning's new round of comprehensive revitalization.
More than 100 leaders and representatives attended, including Han Yuqi, Director of the Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee of the CPPCC Liaoning Provincial Committee; Pang Baoguo, Party Secretary and President of the Liaoning Council for the Promotion of International Trade; Zhang Yue, second-level inspector of the Liaoning Department of Commerce; Yu Ye, Deputy Director of the Hong Kong and Macao Division of the United Front Work Department of the Liaoning Provincial Party Committee; Sun Jinhua, President of the Shenyang Council for the Promotion of International Trade; Zhang Baiqian, outgoing president of the association; Chang Liang, Honorary President; Cui Tong, General Manager and Song Na, Representative of Xinhua Group's Northeast Region; as well as association members and representatives from business circles, Northeastern University and Liaoning University.
Cui Tong read out a congratulatory message from Dr. Jonathan Choi, Member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and Chairman of Xinhua Group, congratulating the successful convening of the assembly and wishing the platform to create a new model of “Hong Kong-Liaoning collaboration” for Liaoning enterprises and products to go global and for the comprehensive revitalization of Northeast China.
In his address, Cai Junsi pointed out that the new council will be guided by “Hong Kong-Liaoning collaboration and coordination between home and abroad,” focusing on five major tasks: building a distinctive cross-border e-commerce industrial park, establishing a public overseas warehouse in Russia, cultivating a tussah cultural and creative industrial belt, hosting the Northeast Asia Cross-Border E-Commerce Conference and the cross-border e-commerce product selection competition, building the association into a “home for enterprises” in Liaoning's high-level opening up. Pang Baoguo, Tian Bin, first-level researcher of the Shenyang Area of the Liaoning Pilot Free Trade Zone, and Liu Fuxu, Deputy Director of the Shenyang Municipal Bureau of Commerce, also delivered speeches. Zhang Shuai, vice president of the association, presented the Xinhua Cross-Border E-Commerce Industrial Park project.
The assembly heard reports on the previous council's work, finances and supervision, reviewed and voted on the charter amendment, and elected the members of the second council and supervisory board, as well as the president, vice presidents and secretary general.
At the meeting, the unveiling ceremony of the Xinhua Cross-Border E-Commerce Industrial Park was held. The first phase of the park covers 10,000 square meters, with planned facilities including a product selection and display center, customs clearance services, livestream training base and talent incubation academy, creating a new paradigm of “building economy + digital trade.” By integrating clusters, platforms and service providers, it aims to build an integrated ecosystem of front-store-back-warehouse, online and offline, design and manufacturing.
After the event, President Cai Junsi and guests toured the industrial park and the Xinhua Intangible Cultural Heritage Center.
