Cai Junsi, President of Shenyang FTZ Cross-Border E-Commerce Association: To Host Northeast Asia Expo and Expand International Markets
On January 23, 2026, the second council meeting of the second session of the Shenyang FTZ Cross-Border E-Commerce Association was held at the Xinhua International Exchange Center. Nearly 100 people attended, including Cai Junsi, Member of the Standing Committee of the CPPCC Liaoning Provincial Committee, Executive Director of Xinhua Group and President of the association; Chang Liang, Honorary President; Cui Tong, General Manager of Xinhua Group's Northeast Region; as well as vice presidents and members of the association. Certificates were ceremoniously presented to the president, honorary presidents, advisors and council members.
In his work report, President Cai Junsi noted that this year marks a critical juncture as China's cross-border e-commerce enters a mature phase driven by “both efficiency and brands.” The provincial government held a province-wide cross-border e-commerce training conference at the end of last year, requiring the formulation of a three-year action plan and designating Shenyang and Dalian as the province's core growth poles, with a target of exceeding RMB 50 billion in cross-border e-commerce imports and exports by 2028 — bringing new opportunities for the high-quality development of Shenyang's cross-border e-commerce industry.
He said the association will closely follow industry development goals and focus on core tasks: assisting regulatory authorities in resolving compliance challenges, supporting the establishment of cross-border e-commerce parks, nurturing cross-border e-commerce market players, building a “cross-border e-commerce + auto parts” industrial belt based on Shenyang's auto parts industry base, and cultivating distinctive export brands. At the same time, the association will build practical training bases with universities to cultivate high-caliber cross-border e-commerce talent and leverage its expert advantages to raise the level of third-party service providers. He also revealed that the association will co-host the “2026 Northeast Asia Cross-Border E-Commerce Expo” in June this year together with the Liaoning Provincial Chamber of International Commerce and other institutions, inviting sellers, platforms and suppliers from the three northeastern provinces and one autonomous region as well as over 500 enterprises from Northeast Asian countries, featuring cross-border e-commerce exchange sessions, product selection events, forums and a series of activities. The association will also step up the construction of overseas warehouses in Russia and Mongolia and, based in Northeast Asia, vigorously expand international markets. The meeting also featured key work speeches: Chang Liang, Party Branch Secretary of the association, Sun Yingda, Manager of Bairui Group, Hou Xiaofeng, association advisor, and vice presidents Wang Jun and Zhang Shuai spoke respectively on Party building, preparations for the Northeast Asia Cross-Border E-Commerce Expo, Russia market prospects and expansion, the “cross-border e-commerce + auto parts” industrial belt, and the construction of a cross-border e-commerce integrated service platform, further refining the 2026 work plan, building consensus and promoting the high-quality development of Shenyang's cross-border e-commerce industry.
