On June 16, the CPPCC Liaoning Provincial Committee held a remote consultation meeting on “Promoting the Synergistic Development of Liaoning's Cross-Border E-Commerce and Industrial Belts.” Cai Junsi, Member of the Standing Committee of the CPPCC Liaoning Provincial Committee, Executive Director of Xinhua Group and President of the Shenyang FTZ Cross-Border E-Commerce Association, delivered a speech as an invited speaker, pointing out that the crux of “having goods but being unable to export” lies in “fragmentation,” and that cross-border e-commerce industrial parks are the key vehicle for breaking the deadlock. He suggested the government provide operating funding support based on actual results, such as the number of enterprises served by the parks and growth in import and export volumes, to be used for public services including customs clearance, training and warehousing, thereby reducing costs for enterprises in the parks. He also recommended guiding financial institutions to develop specialized cross-border e-commerce credit products, with policy-based guarantee institutions providing credit enhancement support to lower financing barriers for enterprises.

On the same day, Cai Junsi and his delegation visited the Liaoning Agricultural Products Trading Group, where both sides exchanged views on the coordinated layout of cross-border e-commerce, the building of agricultural product supply chains and in-depth agricultural industry cooperation. Leveraging the trading group's local agricultural product distribution and import-export resources and Xinhua Group's global industrial layout and international trade channel advantages, both sides will fully explore complementary value, plan cooperation paths and achieve mutual benefit and win-win results.
